Building with Blowout Panels?

Do any of you have chemical processing buildings with blowout panels and a structural design capable of not collapsing at 5x the blowout pressure?
Is your building metal or Tilt up concrete?

We are trying to build a building like this right now and the costs are spiraling out of control.
So I am wondering is anyone doing this in the USA or do they simply move the building to a more reasonable country?

I was recently involved on a solvent extraction plant expansion, with a steel frame and sandwich panel siding. Blowout panels were installed, although I am not positive that the 5x Blowout Pressure was factored into the steel design. I seem to recall the material price tripling and the install labor doubling to install the siding blowout panels.
 
I once worked in a vinyl chloride plant and it was pointed out to me that almost every plant that experienced a serious explosion or fire was enclosed in a building. Ventilation is the best safety measure when processing flammable materials. Our plant was outdoors and leaks did occur but without serious cosequences.
