Butt weld CJP Qualifies Fillet weld multipass and Single Pass?

Hello,
Could somebody advice me at the following question:

Question: Would a CJP Groove weld Qualify a Multi layer and Single layer fillet weld

Qualifying a WPS using a CJP groove weld requires the test assembly to pass a visual examination, volumetric NDE, reduced section tensile tests, and soundness testing , i.e., guided bend tests. So, once the CJP has been welded and evaluated and found to meet the mechanical properties of the code, one is go to go.

It is best to expand the WPS by qualifying fillet weld samples to establish the welding parameters that will produce acceptable welds.

My recommendation is to qualify the fillet welds first to establish acceptable welding parameters and then use those parameters (voltage, amperage, travel speed, etc.) to qualify the CJP groove test assembly.
