Cable rating nomenclature

A 300mm2 shielded XLPE power cable has the following marking embossed on its outer sheath: 1.8/3(3.6)kV. What do the figures in this nomenclature mean?

3 - denotes the phase to phase voltage rating

1.8 - denotes the phase to neutral voltage rating

(3.6) - extended rating? Im not quite sure about this.

1.8 - RMS Power frequency voltage to earth of SUPPLY SYSTEM
3 - RMS Power Frequency voltage between phases of SUPPLY SYSTEM
(3.6) - Maximum rms power freq voltage between two phases for which cables are designed. This is the highest voltage that can be sustain at any time. This exclude transient voltages.
 
So if the cable is new and were to be subjected it to an insulation resistance (Megger)test, would it be correct to set the tester to twice the phase-to-phase voltage rating of the cable (that would be 6kV)?
