IF ANY ONE CAN TELL ME WHERE CAN I FIND THE TABLES FOR CABLES RATING CURRENT UNDDER LOW VOLTAGE(220/400 V)AND THE EFFECT OF TEMPERATURE TO CHOOSE THE SUITABLE SIZE OF CABLE TO CARRY RATED CURRENT (THANKS)

This cable information is freely available from suppliers and is also contained for generic cable types in the appendices of the relevant statutory instruments as applicable to your country of application.

For US applications, the NEC Code is the one to follow (as Ron says), here in the UK, the IEE Regulations BS7671
(a subset of IEC 60364) apply.

My concern is that either of the above standards would require the application of appropriate skill / knowledge and care to carry out designs, this applies regardless of whether you are sizing a single cable or designing a tower block.

Here in the UK, compliance with national statutory instruments such as "the electricity at work act" is achieved and demonstrated by compliance with BS 7671. Should an incident / accident or dangerous ocurrence result from a dangerous non-compliance, the HSE can prosecute and incarcerate or impose heavy financial penalties.

No doubt a similiar situation is true in the US
