CAD compare and position tolerance

For that callout, at the true position (nominal location of the axis) there is a cylindrical volume the diameter of smallest size of the hole (the sketch doesn't provide that number) that the actual hole boundary cannot cross and be acceptable. The other requirement is that the hole not be any larger than the largest size (the sketch does not provide that number.)
 
So it's just cad compare with surface profile tolerance of the hole diameter. thanks
 
I doubt profile tolerance will accept all the same parts. Profile of surface will likely reject parts that have acceptable position tolerance.
 
To follow on 3DDave's comment... surface profile would control not only position/location, but also the form and size of the hole. So it's not the same thing.
