What is the % of compaction when figuring out how much fill sand is needed for a 4"lift of sand.

Research results recommend uniform fine sands be compacted to 95% modified proctor (ASTM D 1557) maximum dry unit weight for settlement-critical applications.
 
Depends whether you are ordering the sand in tons or cubic yards. If in tons, you need to know the maximum density of the sand per ASTM D1557 (supplier should have this) and figure your in-place density will be between 95% to 98% of maximum density. If you are ordering by the loose yard (in the truck), you need to know the approximate density in the truck (supplier should also tell you this). I would guess density in the truck is 80% to 85%.

Is it possible that nighttrain20 is asking for the compaction factor to figure the volumn of sand needed for 4" of sand fill?

Vol Required = Area (SF) x .33(ft) x 1.25

This would be for a 25% compaction factor, which would get you close to the required amount.
 
I check the density of soil in the stockpile as a double-check on my proctor. For building sand, I believe it's usually around 70% 'compaction', for a loose pile. I think that's good advice from CarlB. Your calculations will provide you a weight, which is how loads are usually billed.
