Can a drawing dimension control part features of the actual model

Yes, but (the last time I looked over the procedure) it involved modeling with sketches and utilizing reference sets to display the sketch dimensions on the face of the drawing. For the parts I was designing at the time, and the way I was utilizing sketches, as well as the number of features created without a sketch, it just didn't make sense to make part of my drawing have this ability, and part of it to not have it.

Simple parts, that utilize simple sketches, yeah it can work - but be wary of revolved hole-like features and how they're sketched. Chances are you'll require the diameter dimension on the drawing but over in modeling, you'll need to sketch the profile, mirror the profile about it's axis of revolution and make the mirrored side reference and dimension the diameters. Some people prefer to sketch the profile and dimension the radial values from the axis of revolution, which means your drawing will not display the diametric values. Hope that makes sense. Yeah, it's cool, but once you start modeling beyond simple revolves and extrudes, it seems to me to be more pain than it's worth. Just something else you have to be wary of having an issue occur.

Yes...
When you apply PMI to your model and transfer those dimensions to your drawing you should be able to change them to Bi-directional.
Now when changing it on you drawing your 3Dmodel should change as well.

Don't know the exact procedure by head but you should be able to find it in the help section.
