Can Forged Bar be used for Heads + Caps ?? 1

Can vessel Heads and Flat Ends be machined from SA182 F316L Forged Bar ?
ASME VIII states that Forged or Hot Rolled Bar can be used up to and including DN100 but Im sure I have seen other ASME vessels which have End Caps machined from up to 8" Bar.

There is a code case which speaks to this possibility. I do not know the number offhand but there are supplemental testing requirements if bar stock (forged bar is still considered bar) is used for shells, heads, or nozzle necks.
