Can I use UL 1310 for UL and CUL certification for LED driver with output above 42.4 V DC?

Hello Guys! This is Simon from China.

I have a long-standing problem about UL 1598 LED lumianre certification. That would be highly appreciated if you give me some help. On a very famouse local forum in China, I cannot find the answer.

This problem came to me when we were evaluating a LED panel light. The LED driver attached was to be recognized/approved. You may already know that, for most panel lights, it is difficult to find 5VA material for the diffuser. So to make the output class 2 was seemling the only option. And we found the ouput of the driver is about 50 V DC. Taking the CSA requirement into concern, we believe that limiting the output below 42.4 V is a must.

My question is can we use 1598 + 8750 for this certification program, US and CUL based? What about 1598 + 1310 + 8750?
