REQMNT NEEDS ASTM A148 Gr 90/60 CAST PLT 25mm THK - CAN EQUIVALENT STRUCTURAL PLT GRADE EN10113 S420/ S460NL1 (OR EQUAL)BE USED INSTEAD? OR WILL CAST PLT HAVE PROPERTIES THE STRUCTURAL GRADE CAN'T EMULATE OR ACHIEVE?

It is up to your client or customer. In most cases, a casting provides minimal machining and fabrication in comparison to wrought plate. Also, wrought plate will exhibit directionality in mechanical properties in comparison to a cast product.
