Can you install a weldolet to a weld tee?

I don't think there is any reason why not.

Be aware that there are fabricated / forged crosses to ASME B 16.9 which avoids all this.

Code technically, this would make the B16.9 fitting to become an unlisted component and require analysis per 304.7.2, wouldn’t it?

although the pipe code is not stated, yep, the tee becomes altered fitting and requires analysis.

comment regarding the design provided the flow is down into the tee, i do not believe there will be an even flow distribution. fluid flow, like lightning, takes the path of least resistance.
 
Assuming the code is B31.3, why would the use of a weldolet on a B16.9 tee make that component unlisted? Integrally reinforced branch fittings seem to be allowed on elbows (see figure 328.5.4F), so why not on a tee? Being a listed component means that the components standard is listed in Table 326.1. Standards for piping are also listed in that table, yet modifying the pipe to add a branch connection does not all the sudden make it unlisted.

I do not see where the code would prevent this configuration and require the tee to be unlisted. From a practical perspective, the outlet weldolet might be in the tee's crotch area, and there are no SIF's provided by the code for either configuration.
 
If this is a low pressure system then the tee really needs to be a fabricated tee, i.e. the main pipe is a bit of pipe, not a fitting. Then you can do what you like so long as the two holes don't overlap.

On that second one I would like to see what the interface is between the 30" apparently equal tee is and the smaller weldolet.

I suspect the two will interact with each other and that isn't allowed or would need some fancy FEA to see if it was allowable.

I think the second one you will need to move the branch along to pipe so as not to foul the incoming pipe. Or make the header a bigger diameter. Like 48" or something.
