Can you use a three-phase circuit breaker for a single phase load?

I've got to hook up a small single phase control power transformer. I have a spare 480V 3-phase breaker in the control panel already wired in. I like it because it's a relatively expensive breaker that is monitored by a PLC. Is it legal to wire this this way?

Depending on the size of the breaker, you may have to add overload and over-current protection for the transformer and the transformer primary conductors.
