Is there something in the Canadian code comparable to 5% allowance/check in IEBC section 706 ?

Yeah, we have NBCC commentary chapter L. It's reliability based and pretty useful in many instances. Building been standing a while? Use lighter loads.

I like to debate structural engineering theory -- a lot. If I challenge you on something, know that I'm doing so because I respect your opinion enough to either change it or adopt it.

The NBCC is pretty limited as KootK noted... if you are in Ontario, there's Part 11 that accommodates older structures.

The problem with NBCC is that it's largely discretionary on the part of the OHJ AHJ, whereas, Ontario the application of Part 11 is a much better approach. Not looking for a fight, the OMB in Ontario is quite friendly to the application of Part 11 in the event an OHJ AHJ objects... but, time consuming.

One issue I have been having with Part 11 of the Ontario Building Code is this:
- Remedial action is needed if the Performance Level (PL)of an existing building is reduced due to construction work.
- PL is reduced, per the code, if the Major Occupancy is changed, Live Load is increase, or the occupancy load is increased by 15% or more. What happens if a shear wall is removed, for example? It is clear that the PL is increase in this case but the code doesn't mention anything about lateral loads, unless part 11 is considering wind and seismic loads Live Loads, which is inconsistent with other parts of the code.

It's a matter of reviewing this with the AHJ, explaining, that the proposed alternative is an improvement in what was existing. This improvement, or at least, no loss in function, is the crux of Part 11.
