Cannot determine what type of mechanism this is 1

I am currently redesigning a prototype that has a part that will clamp down a piece of metal and rubber to a track. The previous prototype has a mechanism I thought to be either a clamp or a latch, but upon researching for this same style of part I have come across nothing. Would anyone know what this is called?
