CANNOT SNAP TO ELEMENTS IN DEFPOINTS LAYER 2

When I manually create a new layer called "defpoints" (I know this is a "special layer" used for dims, etc.), I find I cannot snap to any element in that layer, although the elements do show up on the screen. Is there a variable setting that allows defpoints' layers elements to be snappable and manipulated like any other element in any other layer. In all my years of using ACAD, I only have had this problem with ACAD 2002.

We are using AutoCAD 2002 also, but do not have this problem. Are the osnaps on (F3 button)? Sorry for the obvious question.

this problem occurs when layer 0 has been frozen or turned off...

Layer DEFPOINTS is joined at the DNA level with layer 0. If layer 0 is off or frozen, leayer DEFPOINTS is dead as a brick, even though it's still visible. I'd avoid layer DEFPOINTS for that reason. In 2002 you can control the plotting of any layer. So if you want a layer not to plot, turn off plotting in the layer manager.
 
Even with my "vast" yrs in CADD, it always helps to ask questions, I did not know the relationship between defpoints and layer "0". Thank you.
