Cant Explain Why? 175v shunt breaker has voltage drop on line side. watch video

Problem is Shunt Breaker Incoming volts from City 217,218,216 through Shunt Breaker to results on the Load Side 123, 94, 216? Shouldn't it be the same voltage high and low side of the breaker?

This resulted in a blown transformer.

Any comments would be greatly appreciated. The video would not upload so I attached Pics.
