Can't modify dimensions

I'm unable to change dimensions after I've created something in solid edge.
For example, I drew a rectangle using the line tool, after it's been created, using smart dimensions, I'm unable to change the dimension of the rectangle. If I change the numbers in the box, it simply says dimensions aren't to scale. I've attached a screenshot of the issue, as you can see, you can't even click on the lock beside the dimension, it's grayed out.

You might want to try enabeling dynamic edit in Solid Edge options > General
