Hello.

It says in UBC code that horizontal cantilever components shall be designed for a net Upward force of 0.7CaIWp, does this mean that I should replace the value of Ev = 0.5CaID with the 0.7CaIWp at upward direction?

Does this also apply for the reversal of loads? If so, should Downward force retain at 0.5CaID?

No...I copy and pasted the relevant portion of the code (...Horizontal cantilever components shall be designed for a net upward force of 0.7CaIWp)
That is, this force will be applied to component at upward direction without adding DL, LL.. effects.

0.5CaID is applicable for whole structure and structural cantilever elements at downward direction. The combinations defined at 1612.2 are valid for all remaining cases.
