Cantilever Vertical Component of Earthquake

Hello.

It says in UBC code that horizontal cantilever components shall be designed for a net Upward force of 0.7CaIWp, does this mean that I should replace the value of Ev = 0.5CaID with the 0.7CaIWp at upward direction?

Does this also apply for the reversal of loads? If so, should Downward force retain at 0.5CaID?

It seems to me that 0.7CaIWp is the minimum/mandatory design force for the cantilever, however Ev is mandated in the load combination to include the vertical earthquake effect of the entire structure, regardless how the component was designed.
