The formulas that are derived in ANSI/IEEE c37.012
"IEEE application guide for capacitance current switching for AC high-voltage circuit breakers rated on a symmetrical current basis" are for what situation?I mean could they be used for both earthed and non-earthed neutral conditions?

There are certainly differences in the recovery voltages. Are you looking to select a capacitor bank switcher that will perform well without failing itself, or are you looking to protect the electrical system [and the rest of the loads] from the switching surges arising from switching capacitor banks ?

If the former, it is a 'restrike-free' question.

If the latter, people use pre-insertion inductance and other techniques to mitigate the switching overvoltages.
