CURRENTLY MANUFACTURING A PRESSURE VESSEL FOR A "HRB" BLR. IN THE UNITED KINGDOM,HAVING TROUBLE FINDING SUPPLIER FOR FLANGES THAT ARE IN ACCORDANCE WITH ANSI/ASME B16.5 AND THAT WILL ALSO MEET THE DUAL SPEC.OF THE HARMONIZED EUROPEAN STANDARD OF THE P.E.D. EN 10222-2 GRD.P245GH OR P280GH,ANY HELP WOULD BE GREATLY APPRECIATED,THANKS

I'm a bit confused, that I'm not sure what you are asking. Let me advance some clarification:
1. The ASME B16.6 standard is now regulating the shape and rating of the "standard" flanges for piping and pressure vessel application, including the listing of acceptable materials for those flanges and the related pressure / temperature rating.
2. The grades of steel forgings you have mentioned are only standard materials with precise ASME grade material equivalent. Ask your friendly flange or forging supplier. Then the flange suplier will be able to provide all the standard guarantees for those "ASME B16.5" flanges.

I think you are going the wrong way. The PED does not say that you have to use materials to EN standards. With a PMA(Particular Material Appraisal)for the ASTM material of the B16.5 flanges you can use them as such.
