How does testing for carbonates in a soil sample affects a foundation recommendation. I had seen geotech companies testing SPT samples using a 1M HCL solution. How does testing for carbonates will help me during report writing.

My guess, could be to identify limestone presence in the sample?

It is to identify limestone or other calcareous combinations.
 
cemented soils need to be correlated across the site. if you do the fizz test you can see how thick the cemented horizon is. take a close look at the sample when you drop the HCl on it; if it is grains of limestone or calcite crystals that is one thing. if the matrix fizzes you have a cemented horizon.
