is cathodic protection necessary for a surface storage tank that is raised 1meter above ground with a concrete basement and a coaltar surface to the tank bottom.

I don't think so, concrete is considered an insulator. I have seen many CS tanks constructed on site without cathodic protection. I have also seen tanks sitting directly on the ground with cathodic protection.
