CATIA STEP File Export of CATProduct Missing Components

I am using CATIA V5 R25 (and R26). I have a CATProduct which contains multiple components. Some of the components are instanced more than once. When I export a STEP file (both AP214 and AP203) the resulting file contains the correct structure of the CATProduct assembly, and it contains all the instances of the components. The problem is for some of the components both instances are showing up in the identical location/orientation in the STEP file, whereas in the CATProduct there is one instance of the component on the left side of the assembly and another instance of the component on the right side of the assembly.

Does anyone know why this might be happening and how I can fix it?

Note, I titled this thread "Missing Components" when really they aren't missing, they just aren't showing up where they should.

I have seen similar problems with the receiving software not handling the assemblies correctly. Our fix was to make a catpart of the assembly using the generate catpart from product command. Then step out the new catpart.

I appreciate the work-around. Strange thing is that even importing the STEP file back into CATIA shows an issue, so it is definitely something that CATIA is doing wrong when the STEP file is exported. I was hoping there were some settings I could tweak to fix it.

Are the two parts 'linked' with an assembly symmetry?

No, one is simply translated and rotated from it's original position.
