Catia Toolbars - open off screen

We have an R23 codeserve installation of Catia. When Catia is opened, several toolbars can't be found. When I go to Views => Toolbars it indicates the toolbars are open...but they are nowhere to be found. We tried restoring position, but that doesn't work. I deleted the user CATSettings but that also didn't work.
We realized that when we open the same code serve installation on a system with dual monitors, Catia opens on the left monitor and the missing toolbars are on the right monitor.
How do I fix this, so that users with one monitor can get access to these toolbars?

Should I delete the Catia Reference Settings for the codeserve?

your catia admin did this setup... tell him to fix it (yes redo CATRefSettings)
