I have been going into Tools>Custmize>Toolbars (tab) to Restore all contents & Position of some of these tools that don't show up on the screen. Then I will go to the Options tab and click the "Lock Toolbar Position". I'll save whatever part I'm working on and close Catia but when I open it back up, all the toolbars go back to where they were from before. Is there a way to not have to keep on restoring and repositioning?

How are you closing CATIA? If you use the RED X in the upper Right corner, your CATSettings will not be saved. You need to select File>Exit to save CATSettings.

So now I am having to switch between 2 different versions of Catia and I'm having to remove icons and re-select options everytime I open them up. I've been going into Customize-Options and Lock Toolbar Position and they still keep going back. We have just had our Catia Ford Environment just updated. I've been switching between that and Catia 2016. Any other idea's?

You have to create a specific folder for each release installed if you want keep your customization for each release. Ask your IT to do it.
If you install how it is by default CATIA, the new release will overwrite CATSettings of the old release. You will customize this, close and then if you will open the old release this will overwrite the CATSettings (done by new CATIA) because both CATIA are pointing to same folder (if at the installation moment you don't take care of this problem).
Each release is using their own CATSettings, eventually you can migrate them from one release to another but again, you need separate folders if you care about customization.
