Catia V5 --- Planes will not stay flat to screen

This is a very strange problem. I start a part.
Select the XY plane. Create wireframe.
When I pan the view the XY plane is no longer flat to
the screen. In fact, I cannot get any planes flat to screen. Is there a fix for this?
