HOW DO I SET STANDARDS FOR DRAFTING WHICH ARE NOT INCLUDED IN THE TOOLS OPTIONS. ie FONT TYPE,TEXT & DIMENSION SIZE,
BALLOON SIZE NOT RELATED TO TEXT SIZE.
EVERY TIME I OPEN A DRAWING I HAVE TO RESET ALL MY STANDARDS.
I am currently looking into this very subject at the moment and the information I have to date is as follows.
The setings you are looking for are part of the standards used in the drafing environment (part of the catia environment stuff). These can be seen in drafting environment under Tools -> Standards. To edit them on a permanent basis I assume you could just modify the rather horrible looking XML file, but this is not something I would attempt. The method described in the Catia docs (text search for Managing Standards in interactive drafting)is as follows

Customizing and defining standards
Editing and saving standard files in Tools/Standards is only allowed when you are running the V5 session in administrator mode (-admin).
The recommended method for customizing standard files is the following:
First, you need to work in administrator mode. To do this, proceed as follows:
- set up the CATReferenceSettingPath variable,
- and start a V5 session using the -admin option.
For more information, refer to the CATIA Infrastructure Installation Guide, Managing Environments chapter.
Set up the CATCollectionStandard variable (for more information, refer to the CATIA Interactive Drafting User's Guide, Advanced Tasks chapter).
If none of the conditions are respected, a warning message will appear to let you know that you will neither be able to modify nor save the XML file.
Modify Drafting Standards as appropriate.
Use the "Save As" or "OK" button to store your modifications.
Exit by using the "Cancel" button.
Once the standard files have been customized and saved, they can be used in a V5 session in normal mode.

This does work, you could run into permissions problems & angry cad systems manager if you mess about with defined standards but this depends on the IT infrastructure that surrounds you.
But I have still not found the first angle / third angle projection method setting to change the default from first angle and it's starting to bug me, if you find it let me know.
