catpart won't open message :wrong apllication level" 1

I'm getting a message as follows
XXXX.CATPart: Wrong application level
also in the same XXXX.CATPart. Invalid data structure.
I'm using cat 5-16
any ideas are appreciated

sounds like the part you are trying to open was made or saved in R17 or 18 at some point.
