I have a customer who has asked for CE Certification of a pressure vessel. I have seen the CE marking on motors before but have never seen it for a pressure vessel.

I will add that the requested vessel will have a heating element used.

We can give them an ASME certification for the vessel but what I wanted to know is how does the CE work.

I found the following online:

"By May 2002, no new pressure vessel can be placed onto the EU market without a CE stamp. BS5500 has been demoted to a British Standard Published Document (PD5500) and it is NOT a national standard any more. CEN (Center de European Normalisation) Standard, a collection of British, German, French and other European standards, is made to create a harmonised standard which can be used across Europe, such that a vessel designed in Norway can be fabricated in UK and installed in France with no barriers. This new European Pressure Vessel standard, (prEN13445), will become the main route to satisfy the Pressure Equipment Directive (PED) which is presently optional, but will become mandatory by May 2002 to all the members of European Community for all new equipment for pressures greater than 0.5bar."

This issue was recently raised in our office also. I believe we found a company in England (I don't remember their name) that would do all the paperwork etc. such that the vessel would be in accordance with the PED and CE stamped (a middle man so to speak). Total cost was approximately USD $3,000.

Be sure to watch the impact test requirement for c.st'l .
May not be a big deal for compliance for custom-built,
but may be difficult to meet for mass-produced, plain-old carbon steel. [like WCB cstings] you might have to go to a much better material to meet their charpies.

Agree with observations of the previous respondents. A very useful document (available as PDF downloadable) is the "Pressure Equipment - Guidance notes on the UK Regulations (URN 99/1147)" from the UK Department of Trade and Industry ( which is available as a hard copy free of charge in the UK. This document summarises the main points of EU Directive "97/23/EC" (i.e. PED)and is very useful in terms of setting out the Essential Safety Requirements and the applicable Conformity Assessment Modules.
From the tone of your query I take it that that you are in the US and hence would need to use a Notified Body who has a presence there (HSB for one). One should be mindful that WPS's/WPQR's/Welder Qualifications "self-certified" by the fabricator to ASME will not be sufficient; additionally the normal US qualification of NDE operators will not be sufficient either. It is necessary that you also establish who is to issue the Declaration of Conformity and CE mark the vessel. Additionally the manufacturer or his authorised representative requires to be established within the EU. A very useful spreadsheet guide (PED Help-RSA.xls)to the PED requirements has been put together by Royal & Sunalliance Certification Services in the UK.
