Ceiling return above electric baseboard convector...good?bad?

Hi all,
I am designing the HVAC for a high-end residential apartment in NYC. The apartment is served by dual-temp 2-pipe fan coil units ducted throughout the space. The envelope is high-percentage glass so we also have electric baseboard heating.

The interior designer has requested to locate the air return slots in a window pocket right above the baseboard heaters.

I am thinking this may affect the natural convection from the heaters (e.g. prevent warm air from reaching the occupied space).

I have prepared a sketch (see attached).

Should I be concerned? Any comments/suggestions are welcome.

Increasing the air velocity on the window will increase the window heat transfer by decreasing the film coefficient.

The return air will help with counteracting the draft.
 
Seems like a good design to me. It should work well for both winter and summer.
