Cement variance submittal 1

I am reviewing submittals against the specifications that were developed by another engineer who is no longer with the company. The specifications call our for "UNO, provide cement that conforms to ASTM C250 Type I/II" . It also says under the Blended Cements " Blended cements must conform to ASTM C595"

I received a submittal which requests cement variances. Type 1L cement is being submitted due to national shift from type I/II.

Question : What all do I need to be considering to validate the approval of Type 1L against Type I/II . I don't anticipate any Sulphur exposure.

Generally, not a whole lot. This issue has come up on my projects also in the last year so I've been looking into it.

Type 1L allows up to 15% ground limestone (vs 5% under C150) and is being implemented (in some US regions exclusively ie producers no longer making C150 cement) to lower emissions for climate change. Some European countries have been using this higher limestone content cement for decades already.

CALTRANS just approved it for their specs following a big study at Oregon State. You can find that paper if you search their website. There's also some papers from the PCA and that essentially say that it's an equal or better replacement.
