Cemetery tombstone bases in Southern Ontario

Is there any published standard for cemetery tombstone bases, in southern Ontario?
I would take it down 1.2 m (4 feet) for frost protection, but is frost heave due to adfreeze forces an issue, and if so what is the standard accepted way of overcoming this?

I think you might check with the caretakers or grave stone suppliers, since these sort of things are well established based on experience mainly. It isn't "tomb" stones, cuz no tombs usually.
 
to oldestguy - I do not have any contacts with caretakers or grave stone suppliers. I was hoping that someone on this site knew of a publication that sets this out.
 
2 or more piers and potentially a pier cap (post holes with concrete and with/without rebar) are usually required for heavier markers
 
Call any funeral director and they will connect you. Try your Yellow pages for "Monuments". Most foundations are a block of concrete to frost depth". A little annual heaving will not be noticed, At my age I've purchased too many of these monuments.
