CAN WE RUN CENTRIFUGAL COMPRESSOR BY THROTTLING SUCTION AND DISCHARGE VALVES
WITH REGARD

Yes, throttling centrifugal compressors with either suction or discharge valves is done. Speed is more commonly used but since you didn't mention it, I'm assuming your compressor is a fixed speed unit.

In either case, you need to ensure you remain within the compressor's allowable operating envelope for flow, head, pressures, etc.
 
Adding to TD2K point (but by no means the ultimate word):
In case you throttle the compressor discharge, beware of going below the recommended min flow, a safety relief valve bypassing back to the supply should be installed to avoid damage to the compressor...and in any case recirculation cannot be permanent due to overheating.
