Has anyone requested an extension to the validity of their C of A in light of this economy?
What are the rules? Do you have to pay the fees before they will give you an extension?
Any insights into this issue?

Yes you can extend but the extension period is limited and predicated on setting an approximate new Joint Review date. Go to the ASME Web site for particulars. Contact Alan Bagnor at ASME. We have had extensions for up to 2 mos due to unforeseen circumstances.

 
oh an "I FORGOT" extension

I thought he was talking longer due to bad economy
 
There actually is a provision for an extension without a joint review, if you need to finish a project and did not intend to renew your stamps. Unusual, but it happened to one of my clients. I was surprised. ASME requires you to outline the scope of the project in detail, and length of time to finish. They then require the AIA to review your shop and send them a letter saying you are following your QC system. Something like a UM audit. You pay a portion of the 3 year renewal for the Certificate, but are spared the joint review costs. I know you can get this for a couple of months, but I am not sure what the limit is on time. It is only for the NB #s and items outlined, not a free-for-all to fabricate anything you want.
 
I'm sorry to tell you that economics due t lock of money will not fly w/the ASME,
ASME like you until you run out of money. you should invent another one.

From the ASME Web site:

"Any such request for extension of expiration date recieved at least three months before the expiration date must provide the reason for the request and is subject to approval by the Committee on Boiler and Pressure Vessel Conformity Assessment. I approved, the extension will not be given until the application, fees and review deposit have been received, which must be before the expiration date.

Requests for extension of expiration dates received less than three months before the expiration date where the application fees and review deposit have not been received will not be considered. Such Certificates will expire if the renewal process is not completed by the expiration date."
