As per our client's requirement, API 6D, Gate valves 20" ( QTY: 100 No's) shall be 3.2 certified by client appointed third party inspector. We have already purchased raw material with MTC certified to EN 10204 3.1 by forging mill. Inspection and test plan (ITP) was already approved by client where it calls for third party inspector witness (W 10%) at only final inspection stage which includes hydro-test and final dimension.
It means that he will witness that tests for 10 No's of valves only (10% of 100).
However, he will review all relevant certificates (MTCs, hardness, NDE, hydro test) for all 100 No's of valves.
My questions are as follow:
1) Can he certify all 100 No's of valves to EN 10204 3.2 by reviewing all records (100% R for 100 No's) and witnessing final test for 10 No's. ?
2) In order to certify 3.2, does third party inspector need to witness all stages (raw material, hardness, NDE) of inspection ? Or partial inspection would be suffice ?
3) As far as I know, EN 10204 3.2 is applicable for raw material only. Is it also applicable for equipment such as valves, heat exchanger, motors, pressure valves ?
4) As per EN 10204 3.2 definition, certificates must be validated by manufacturer QA & third party. what does it mean by validation ? Is it only review or witness is required for all stages of inspection ?
