I came across this wording. "The ends of bolts, once secure and checked for smooth operation, shall be peened to prevent removal of nuts" I searched the forums here and there are some questions relating to "peening". I am not sure if they are related. I would appreciate any further explanation of the clause. Thanks.

Pretty sure it means hit the exposed threads with a hammer+chisel so the nut can't (easily) be removed.
 
1gibson is correct-- in this instance peening means to deform the end of the externally threaded fastener so that the nut cannot be easily removed.
