Changing Language

Hi,
I'm new with PTC technology and I'm currently using Windchill ProyectLink and I seem to have a problem changing the language of my application. It is in english by default but when I change it to any other langague it stays in english....am I missing any files? or what do I have to do to change language?

Also, can I add any languages which are not in the original programming for example...portuguese?
