During the chemical analysis of CF3M (final sample from melt) am getting Carbon - 0.025%. But after 2 or 3 weeks to ensure the same if I sparked the sample am getting +/- 0.002 - 0.004% variation. Is this variation is allowed for all type of steel samples and any standards for the same.

By OE this about as good as you can get.
What results are your getting on your reference standard?

If you really care about C you should do it by combustion anyway.

Your value of Carbon analysis is normal. The standardization of the OES for the day is important. Though you are safe, I would like to see Carbon around 0.02-0.025% as in your case, you are dangerously close to 0.03%.
As suggested by Ed, always confirm Carbon using combustion method.
