Chemical Bonding Between Zirconium Oxide and Polyvinyl Alcohol

I just wish to see if my understanding of the basic chemistry is correct.

The reactants include zirconium oxide (ZrO2) and polyvinyl alcohol (C2H4O) with distilled water as the solvent.

Is it correct to state that polyvinyl alcohol serves as a good binder to zirconium oxide because the hydrogen cations of the alcohol are attracted to the oxygen anions of the oxide?

Is it also correct to state that polyvinyl alcohol is more hydrophilic than hydrophobic because the alcohol molecule is fairly small, allowing the hydrophilic interaction to dominate the hydrophobic interaction?
