Chemical Cabinets grounding -HELP!

I know that not always the flammable cabinets must be grounded. I wonder when and why it must be grounded? I read the sub parts related to flammable and combustible liquids and I do not find answers to my questions.

Unless you dispense directly from the cabinet, there should be no reason to ground.

Nothing in NFPA 30 or the International Fire Code requires grounding of flammable liquid cabinets. If the cabinets are in laboratories, see NFPA 45. If these are gas cabinets, they do require grounding because they contain energized electrical circuits.

I did not review the OSHA regulations.
