Chemical Composition of SA-106 Grade B 2

We sent the pipe SA-106B for chemical analysis. Report shows no chrome, copper, moly, nickel and vandium altogether that means these elements are not present altogether.
SA-106 specification gives maximum permitted values of these elements per Table 1 of SA-106, now in our case minimum valuves are zero, can zero values be accepted against the maximum permitted in the specifications?
For example, per table 1 chrome should not exceed 0.4% in our case chrome is 0%, can 0% be accepted? can we say pipe is still in compliance with SA-106B?

Are the values reported as 0.0 or just 0? The latter suggests that they were not determined and it is surprising not to pick up some nickel and copper, even in very small amounts. If the standard works to maxima, and if these maxima are not exceeded, then the material is compliant (provided that you trust the chemical analysis!!).

Chemical analysis shows only carbon, maganese, Phosphorous, sulfur, and silicon.
Chrome, nickel, copper, moly, vandium are not mentioned altogether.
Even now, material is in compliance with SA-106 specifications for grade B?

The elements listed in Table 1 of SA 106 Grade B such as Cr, Mo,Cu, Ni and V are listed as maximum contents because they are normally found in EAF steels, where scrap is used to make steel versus hot metal from a blast furnace.

Having no stated values for the above elements suggests they were not reported, meaning they cannot be assumed to be 0% by mass. My guess is that the above elements were detected in small quantity, but were not reported. When a chemcial analysis is performed some lab provide minimum reporting results unless one stipulates x number of elements.

At this point, I would contact the lab and inquire as to the missing elements before I would accept the product.
