Chemical Treatment in Hot Water System

Could anyone please advise whether or not the chemcial treatment for the hot water piping is required? The hot water is produced from the co-gen facility, and the hot water supply and return piping run about 5,000 ft long from the co-gen facility to serve an industrial plant. The suply water temperature is around 200 Deg. F, and return temperature is around 180 Deg. F. I understand the chemcial treatment is required for the makeup water for boilers, heat exchangers, etc., and the co-gen facility in this case, but am not sure if any addtional treatment system is required for the water at the industrial plant since the piping runs are so long. Could anyone please advise? Thank you very much!

Are you saying the HW system you use in your plant is treated at the co-gen some distance away? Or is this a separate loop that is not treated? I assume the first case. You should sample the water at point of use, but I would assume that the treatment at the co-gen is based on maintaining a specified parts per million concentration, which takes into account the length of the piping (by recognizing its volume). But it never hurts to check. If they don't own the piping to your plant, they may not care...
 
If the co gen plant is the primary source of the hot water then I would think they should be responsible for the water treatment in my view. Before I would get involved in this I would find out who has the responsibility
 
Thanks, RossABQ and imok2. Yes, the co-gen plant is the primary source of the hot water. The client owns both co-gen facility and the process plant, and the process plant is about 2,500 ft away from the co-gen facility. The client wants us to treat the hot water at the process plant, which is only the end user of the hot water. I feel it is better to treat the hot water at co-gen facility where the hot water is made. But I am not sure if we need addtional treatment for the hot water at the end user (process plant) besides the treatment at the co-gen facility because of the fairly long run of the piping.
