Chemical wash to remove NORM

Hello Experts,

In our plant shut-down, we are facing problmes dealing with NORM (Naturally occuring radioactive materials). We are finding NORMS because of lead (Pb) salts in the rust(magnetite) scale on the shell of fractionator (distillation column). I'd really appreciate if someone can provide any reference on cleaning/decontaminating this by chemical wash.
