Can chloride stress corrosion cracking occur with stainless steels in the absence of dissolved oxygen?

O2 will accelerate the phenomena, there is no clear answer regarding a lower O2 threshold where SCC will not occur.
 
Other oxidants such as ferric ions would not need the presence of oxygen
 
With no oxygen it will slow the initiation, but even a very small amount of any oxidizer will kick the process over.

As a reference you can look at iso 15156 / MR 0175 that deals also with Chloride Stress Corrosion Cracking in Oil&Gas. In part 3 you can find limits for SS.
