Choker Course for Asphalt Pavement

I have an existing pervious concrete parking lot project that the client is asking to replace with conventional asphalt. I need to utilize the stone base (ASTM #4) for storm water management. I am looking for some ideas as to if a choker course is needed for the asphalt and/or paving equipment in order to provide sufficient stability. NAPA makes reference that the choker course is optional (for pervious asphalt installations). Would this also hold true for conventional asphalt?

If you use conventional asphalt, how does the water get to the reservoir course?
 
Runoff will be conveyed via trench drains and perforated piping.
