Choose Holding Temp. for P5A + P15E using welding material Type 22 i.e 21/4Cr 1Mo

Hey Sir/Madam,
When manufacturing at shop, we detected that have one case as bellow:
Item Header in Boiler has some noted:
- Bent stub SA213 T91. Post bend heat treatment Temp. range: 745~775 degree C
- Pipe SA335 P22 + Stub SA213 T91. As WPS Post weld heat treatment temp. range: 720~740
- Pipe SA335 P22 + Pipe SA335 P22. As WPS Pwht temp. range: 680~740
- Pipe SA335 P22 + Ins. Nozzle SA182-F22-3. As WPS Line Pwht temp. range: 720~740

=> For this item to be Whole PWHT, we will revise 3 WPS above and Bending Procedure with temp. range is 730 ~ 750.
We don't know base metal P5A + P15E using welding material Type 22 i.e 21/4Cr 1Mo holding temp. 730~750 is right or wrong?
If holding temp. in range 730~750 is matching with ASME Code Sec.I PG-20 & Table PW-39.2, but using welding material Type 22 i.e 21/4Cr 1Mo have make reduce welded strengh of welded?

There will be no loss of strength with respect to the base metal minimum requirements when the filler metal is 2 1/4 Cr - 1 Mo alloy as defined in the various SFA specs.
