I am looking for a satisfatory method of designing circular "donut" shapes baseplates / flanges subjected to bending moments, such as baseplates of monopole masts. Up to now I used an empirical method based on "common sense".

Many people use finite element method for analyzing this type of base plates. I use formulae from "Roark's Formulas for Stress & Strain book." You can try site also.
