circut design for hydrogen on demand

Hi Folks
I have been working on hyrogen on demand for petrol powered engines, and i am getting thermal runaway, as the hydrogen starts producing, the amprage increases and meltdown occurs.
This is running on a standard 12volt system.
i need a circut or a layout of components that will keep the current in check at a constant 2amps, or a circut that will sense there is a increase in the current and perhaps reduce the voltage.

If anyone can help i will gladly appreciate it.

Still believe in that HHO nonsense? Look up switching regulator power supplies, TL494. Find a buck converter that regulates volts out that also has an overload current sense. Just increase the value of the sense resistor till you get the current you want. For those who don't know, these generators can easily draw 20-30A.
