Cirsoc 102 vs. ASCE-7 wind load. Static pressure comparison

Talking about Cirsoc 102, Argentina design wind code: I have to design a steel stack, and I'd like to translate the Cirsoc static pressure into an ASCE-07 equivalent, in order to adopt ASME-STS-2000, but it seems to me that something is not working.

As far as you know, is Cirsoc more conservative than ASCE?

I mean, with Cirsoc coefficients I'm getting higher (almost doubled) wind pressures with the same basic wind speed as per ASCE.
Obviously forces and deflection increase, and so the chinmey thickness.
